The USB Burning Tool should recognize the device ("Connect Success"). Click Start in the USB Burning Tool.

However, because these devices are typically leased or bundled with ISP subscriptions, they arrive heavily restricted. Features like Developer Options are usually disabled, USB debugging is locked, and the stock firmware restricts you to a heavily branded, limited launcher.
