The NAOMI BIOS is copyrighted material owned by SEGA. Downloading BIOS files from unauthorized websites can violate copyright laws.

Place the compressed naomi.zip file directly into the roms folder of your DEMUL directory. DEMUL treats the system BIOS similarly to a game ROM. naomi-boot.bin download
