On many BMW models (especially the E46), the diagnostic pins inside the scanner cable need to be jumped together. Open the plastic housing of your OBD2 scanner plug and inspect the circuit board. Pins 7 and 8 must be soldered together. Most cheap aftermarket cables ship with pins 7 and 8 separated, which prevents communication with both the engine management and chassis electronics lines simultaneously.
